The United Nations Development Agency and India constructed the facility in collaboration with the Department of Urban Development and Building Construction (DUDBC) under the Ministry of Urban Development and OIE, Pulchowk Campus.

The recently unveiled facility aims to build IOE’s capacity for research and academic work on safer construction and modernization techniques.

It was a balmy autumn Friday night when I arrived – trendy late (at least I tell myself) – for a morning meal with friends, at Turnip and Thyme in Ecclesall Road, Sheffield.

This meal was long overdue as my friend had wanted to try the food here for a while but had long struggled to find a table.

As it happened, the best we could be offered that particular Friday night was a 5:45 p.m. slot – on the promise that we would be released at 7:45 p.m.

It was a bit early for my liking, but I was grateful that the restaurant rushed us and the lady who took care of my reservation, via email, was very friendly and accommodating.

My partner and our friends were already there when I arrived, and my guide son, Robin, was already busy charming the other diners and the restaurant staff with his newly become one kindness.

Knowing that we only had a few hours to sample the menu, the four of us – Robin taking advantage of his mother’s offer of chips to keep her busy – we set to decide what we would have.

It was decided to give up starters in favor of main courses and desserts. However, if we had also chosen the starters, I wouldn’t have said no to the carrot and dill arancini – which are served with orange and ginger humous and basil oil. .

As two vegetarians in the group, myself and my friend Lauren, opted for the wild mushroom rissotto which was served with a “crisp” of parmesan, watercress and a poached egg.

I really enjoyed the rissotto, which was rich in flavor and a bit oily in texture, which I appreciate.

The fresh watercress paired well with the dish and provided a bit of a respite from the heavy carbs, just like the egg. The crisp Parmesan was an interesting twist, although I found its flavor a bit overwhelming – I’ve never been a big fan of Parmesan, so this one is for me.

Maybe stupidly I couldn’t resist ordering a mac and cheese side, which was more the same (carbs in sauce) so I had to be taken home in a box for my lunch the next day. .

It had been served with a topping of toasted breadcrumbs and the flavor of the dish was really nice, although I can’t comment on how much that was helped by it staying in my fridge for an extra day!

My partner ordered the pork belly, which was served with mashed apples and tarragon, ham fondant, cider juice and buttered greens with thyme.

It certainly looked the part and I’m sure it was very tasty, as was the lamb rump – served with candied garlic pesto, broad beans, roasted shallots, sautéed potatoes. and madeira sauce – which our friend Jonathan ordered.

We also ordered a serving of onion rings and fries, which were shared around the table – the onion rings were huge, so if you’re a fan you won’t be disappointed!

The presentation of all the dishes was there, with good portions not too big but more than enough, so no risk of going home hungry.

As a bonus, little Robin was treated to two slices of thick bread and a fluffy poached egg – completely free – so he didn’t miss the dining experience.

Something sweet

When it was time to taste the puddings, I opted for the apple and blackberry crumble, served with white chocolate and cinnamon cream.

I would describe the crumble as rustic, served in a shallow dish with a good portion of fruit compote and a loose, crispy filling that looked like it had been sprinkled on top – it was different from the heavy, baked crumble that I expected, it was very good.

The shining star, however, was the white chocolate and subtly sweet cinnamon cream – so greedy that I would put it forward, if ever the option was presented to me.

My partner opted for Bailey’s panna cotta – which he said was “okay” – and Lauren had the chocolate orange fondant.

I tasted the fondant, gooey in the middle as needed, and it was deliciously rich, with a spicy orange flavor that complimented the chocolate nicely.

By the time we had all finished our meals it was past 7:45 pm and a member of staff apologized to us that they were now asking for the table for another group.

Fortunately, the meal did not seem rushed and we had the peaceful opportunity to empty our plates and empty our glasses before being shown on our way.

The total bill – for four main courses, four puddings, three sides and five alcoholic drinks – was £ 121.50 – so you’re looking at just over £ 30 each.

However, if you only have a drink and two courses, you will find that you can easily enjoy a hearty meal for around £ 27 at Turnip and Thyme.

The restaurant itself had a very relaxed vibe, with pleasant decor and warm lighting, so very well set up for an informal meal with friends.

The staff were friendly, attentive, and went the extra mile to make sure everyone was happy – making sure that even a one year old in a high chair was treated like a valued customer.

We all left very full and very happy, I think we will definitely be going back … if we can get another table.

UniversalAutomation.org aims to disrupt the market, but it also seeks to unite the industry around a common and universally acceptable industrial automation standard. The end goal is similar to what the Connectivity Standards Alliance aims to achieve with the introduction of Matter into the smart home space. This makes the IoT more accessible, secure and usable by everyone, thus expanding the market for all players. The interoperability of solutions and mass market adoption are at the heart of the vision of both organizations. The key point is that by agreeing on a universal standard – the lingua franca – for industrial or intelligent home automation, respectively, the whole market benefits.

Red pill or blue pill?

However, there is another reason to standardize approaches to technology, whether at home or in a factory. It goes beyond ending the “wars” of territorial vendors. Like the Matrix and Terminator showcase, once the technology is adopted on a large scale, it reaches a tipping point, after which barriers to adoption become virtually non-existent. Then the technology builds on itself and creates a new reality.

We’ve seen it with the World Wide Web and the emergence of e-commerce and the shared economy – it wouldn’t have been possible without this large-scale buy-in from the entire industry. Universal automation is the next area that promises a similar transformation for the industry and is open to everyone. Those who do not join the revolution risk being left behind.

Manufacturers, equipment manufacturers and sellers must now make a choice. Are they taking the red pill? Join the movement and fully embrace a future of intelligent industrial automation, and evolve into a more efficient and sustainable future. Or are they taking the blue pill? Stick to one vendor, continue to be hampered by inefficient tools and incompatible systems, and prolong the agony of an industry ripe for disruption?

Industrial interoperability will create countless new opportunities for the digital economy, for businesses large and small, leading us towards a net zero utopian future, rather than a dystopian future. This is certainly the promise of universal automation if it were to become large-scale and reach its inevitable tipping point. The question inspired by franchises on the big screen remains: how many will join the “resistance”?

1. Overview: Investor-State Dispute Resolution Mechanisms in Vietnam

Vietnam is consistently in the headlines as a new rising star in foreign direct investment (IDE) in Southeast Asia. Strategically linked to most of the world’s major economies through multilateral free trade agreements (ALE), a growing number of multinational companies (multinationals) and Small and Medium Enterprises (SME) discover Vietnam as their gateway to Asia. Indeed, the country has managed to position itself well in the shadow of its powerful northern neighbor, China, still embroiled in an unpredictable trade war and diplomatic disagreements with the United States and other Western economies.

The sudden disruption of international supply chains due to the COVID-19 pandemic has resulted in a further shift in global trade and investment flows in favor of Vietnam. Growing uncertainty about the future of international trade has made Vietnam even more attractive, especially to those who previously viewed Vietnam as a country
‘high risk’ investment. Therefore, it is no coincidence that Vietnam was one of the few economies in the world that managed to grow by 2.9%, according to World Bank statistics.1

Much of this success can be attributed to the efforts of the Vietnamese government to conclude a series of highly beneficial FTAs ​​with regional and global partners. These treaties generally contain investment protection agreements (IPAs), which increase the liability of member states by introducing new dispute settlement rules in the event of a unilateral violation of agreed bilateral investment conditions.

Extrapolating these developments, most forecasts agree that Vietnam is heading towards a bright economic future, supported by dizzying growth and massive investments in its logistics and energy infrastructure. Large-scale projects such as the refurbishment of the power grid, the installation of large capacities for the production and storage of household renewable energy and the improvement of ports, roads and bridges for a new decade of industrialization requires significant capital and know-how. Vietnam is poised to attract these funds and other resources in the form of FDI, continuing its successful strategy of the past decade.

IPAs play a crucial role in tilting the balance of investment decisions in favor of developing countries, where the effectiveness and transparency of local laws and practices can be a significant problem. Being familiar with and able to understand the complex structures of international treaties, FTAs ​​and APIs has therefore become a basic element for doing business in emerging markets.

This legal update covers Vietnam’s most important APIs and summarizes the benefits of investor-state dispute resolution (ISDS) mechanisms for foreign investors. We have chosen the EU-Vietnam Free Trade Agreement (EVFTA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) as indicative examples to describe the available ISDS mechanisms. These FTAs ​​are the most sophisticated and relevant treaties that include the bulk of Vietnam’s global investment partners.

2. Summary: What is ISDS?

Many developing countries are concluding an increasing number of bilateral investment treaties (Parts), FTAs ​​and regional trade agreements (RTAs). Significant differences distinguish them in terms of scope and membership, while most of them include provisions for the protection of foreign investors through ISDS. The value of these treaties lies in the mutual commitment of ratifying countries to offer favorable conditions for investment on the basis of most favored nation, national treatment, and fair and equitable treatmentprinciples.

Within the scope and scope of FTAs, ISDS mechanisms form a complementary dispute settlement regime. Like the foreign investor procedural toolkit, ISDS makes it possible to prosecute signatories of international treaties for alleged discriminatory practices in their capacity as host of foreign investments. The substance of these procedures is usually an alleged violation of favorable treatment clauses by a host country to the detriment of a specific foreign direct investment. Member States usually meet on an ISDS system in addition to an FTA. However, there are also several FTAs ​​that do not contain ISDS mechanisms or that explicitly exclude them. When available, ISDS rules ensure mutual respect for agreed trade and investment terms and provide foreign investors with a legal instrument to enforce their claims abroad.

Under global free trade policies, goods and services can be bought and sold across international borders with little or no government tariffs, quotas, subsidies, or prohibitions. FTAs and other treaties set out these preferential trade and investment conditions. They offer trading partners trade and regulatory advantages over their competition in countries not subject to such preferential treatment. However, these advantages only have the value of the implementing legal instruments that support them.

Typical regulations incorporated into ISDS mechanisms are:

  • Scope ISDS (who and what?);
  • Preconditions: Alternative dispute resolution or reflection period;
  • Composition of the Tribunal (Ad hoc arbitration or permanent tribunal);
  • Reference to Rules of procedure international institutions or the United Nations Commission on International Trade Law (UNCITRAL);
  • Execution rules arbitral awards under ISDS; and
  • Limitation periods for ISDS claims.

The ISDS agreement forms the basis of any subsequent legal proceedings. The conditions and regulations under these agreements may vary. Typically, in IPAs, investors will find a notification provision requiring a potential claimant to notify the host state in writing of a dispute that arises. In some variations, an ISDS clause may impose a “cooling-off period”, during which the counterparties must attempt to resolve the dispute amicably. In other cases, applicants may also have to exhaust all local remedies (legal or otherwise) available during this period. Once this time limit has expired – assuming that no other preconditions apply (eg mediation) – the claimant can begin arbitration.

Typically, ISDS agreements stipulate the rules that will apply to their procedures. Less frequently, the agreement may allow the claimant to select a set of rules that the host state has previously approved (for example, the ICSID Arbitration Rules, the ICSID Additional Facility Rules, the ICSID Arbitration Rules. UNCITRAL and ICC or PCA Arbitration Rules).

The ISDS agreement may include a reference to a particular seat of arbitration. Failing this, the Arbitral Tribunal has discretion over its seat in accordance with the applicable rules. This choice may be meaningful because it establishes the legal framework to support the arbitration, including how and when the headquarters courts can intervene and the legal grounds and procedure for challenging an award that results.
